OK, I've been watching discussions on this topic over the last couple of 
days, reading the fine print, and have come to a conclusion:

Smaller shires like ours could end up having a big problem with this. The 
way that the rules look, anyone having anything to do with children would 
need a background check. Even a teacher who hosts an open class that a minor 
could potentially walk into would need a check.

Now, is there any one of us in this shire who has absolutely nothing to do 
with children? Either in teaching, involving them in events, sparring 
boffers or keeping an eye on them while a parent goes to the little Tudors' 
room? No, there isn't. The way I'm reading all this information, that could 
mean that all of us would need a background check, with a price tag that 
could quickly soar.

I think the BoD needs to more closely define exactly who is going to need 
these checks, and clarify whether people who expect to have incidental and 
unplanned contact with kids, with parental presence or permission, will 
them. I want to know that talking to, casually teaching or playing with my 
young friends with their parents' permission will not bring me in violation 
of this rule.
